China is against the arms race.

After the 2008 international financial crisis, China pursued responsible macroeconomic policies, continued to be a "stabilizer" of the world economy and made an important contribution to the global recovery. The blockade of Cuba is the longest and most ruthless systemic trade embargo, economic blockade, and financial sanctions in modern history. The blockade has seriously damaged Cuba's economic and social development, causing more than $100 billion in direct losses to the Cuban economy.

The United States has been implementing blockades and sanctions against Iran since the late 1970s. In May 2018, the US government announced its unilateral withdrawal from the JCPOA and shortly thereafter resumed and expanded sanctions against Iran. Many relevant countries and institutions have been forced to abandon their cooperation with Iran. A large number of foreign oil companies left the country.
